DAVENPORT, Iowa (KWQC) - A Clinton teen is charged with fatally shooting a man Wednesday night, according to police. The lawsuit alleges Steffes made no effort to resist, but that officers, sensing that Steffes was tensing while being cuffed, kicked his legs out from under him, causing him to fall to the floor, landing on his shoulder and breaking his collarbone. The officers allegedly failed to provide Steffes with medical attention until the medical staff at Polk County Jail refused to accept him as an inmate until he was treated for the broken collarbone.. Officers responded around 10:54 p.m. to 5th Avenue South and South 5th. Dau was taken to a nearby hospital, where he died. UPDATE: The Clinton Police Department Investigations Division along with the Iowa Division of Criminal Investigation are continuing to investigate the incident.
